Councilmember Mitch O’Farrell is widely recognized as one of the City’s leaders fighting to address the crisis of homelessness in Los Angeles. In recent years, under his leadership the 13th District has seen the second-highest number of covenanted affordable housing units constructed - far above the citywide average.
From 2020 to 2022, under Mitch's leadership, homelessness in the 13th District decreased by 23% - nearly 1000 people. This is a result of Team Mitch's robust efforts to house and provide services to Angelenos experiencing homelessness in the district and beyond.

LA-HOP requests are used to connect outreach and services to unhoused people.
